Week 302 killer whales and chinook, their food source are declining. What can we do?

Chinook salmon runs on the west coast are declining or going extinct. What can we do? Killer whale pods off the pacific northwest coast are wasting away. The courts are going to decide. Why aren't the responsible agencies making these decisions?
